Can I set the NI 6624 start and stop trigger at a specific voltage?

A customer requested to use a PXI counter to perform the following measurement: "using a timer/counter start measurement triggered at –25.0V falling edge and stop level at –25.0V rising edge", which I know it can be done with an NI analog input card (I've used those in the past), but I've never used an NI Counter.  Could someone help me confirm it this is possible so I can tell them "yes we can use the counter" or "no we need to use a different card"?  

 

Quick second question, the NI 6624 datasheet indicates a range of "Up to 48VDC", is that +/-?  Or would I need to condition my +/- 28V signal to use this device?

I believe that the logic level is determined by the Vss and Vdd connected.

See page 3-10 of NI 6624 User Manual
