Encoder not reading

I'm going to start by saying that I am a complete rookie. I have rarely worked with National Instruments equipment before, and the only time I had the system was already set up.

 

I am currently trying to set up a 24 volt MTL Encoder (MEH-60-3600) in my system. I am using an NI 9174 Chassis with the 37 pin NI 9361. I have a 24V power supply powering the encoder through the 37 pin 9923 adapter (if that's what it's called, I have no idea). 

The encoder is going to be used for angular position vs time, so I am setting it up for position measurements. 

I am pretty sure I have the phases hooked up properly (DI0+,DI04+ and DI7+).

 

My issue is, I am not receiving a signal to the DAQExpress software.

 

When I test the encoder with a multimeter, I get 24V into the adapter, 24V into the encoder, and I am getting voltage out of the signal pins, somewhere around 2.7 volts, ish. I assume that's correct? But I honestly don't know. 

 

The DAQExpress software isn't picking up any sort of output at all. I don't know if there's any way to change what the software registers as a signal, or if there's no communication through the USB, or if I'm just crazy at this point. 

 

I guess I am just lost as to what steps to take next. I am assuming it is in the software now, and there is some setting that I am not changing or using.
