I'm not quite sure which category to post this in but I'm sure there's enough talent viewing this one that my question can be answered.
I guess my short question is, is there an NI hardware device that can program IC chips?
The long version goes like this: I'm looking for a way to take a signal from an Infrared sensor (PIR motion sensor) and use it to trigger a LCD totalizer counter which will increment each time motion is detected. To expand on this I would also like to create a log file (perhaps saving to removable media like SD card or thumb drive) that will save a time/date stamp each time the PIR is triggered.
I'm currently looking into Picaxe or Arduino to achieve this; which will work but I'm no programmer. The reason I'm looking at an NI solution is because there are plenty of talented LabVIEW experts here at work. So instead of teaching myself how to code in BASIC or C+ (whatever Arduino is) I could just ask a work mate to quickly write something for me.
So back to the IC chip if NI does not make a programmer does anyone else have any ideas on how to go about this? I'd like to keep it as small as possible (cell phone size) of an inclosure and low power consumption.
Right now I have a PIR and counter circuit packaged in a little box and it works fine on a 9v battery but like I mentioned I'd like to add a timestamp feature and the ability to export to an Excel file.

The best thing I know of will be the ARM Microcontrollers. It is low power and programmable in Labview. I think it should be able to meet your requirements. There is also the sbRIO.
