I am trying to understand why these values were used.

why didnt they don't just use 

0 mV

25 mV

75 mV

100 mV

 

why 

0 mV

25.3 mV

75.6 mV

100.9 mV

 

Given the requirements below. 

If someone can guide me, it would greatly appreciated. thank you

The pressure transducer circuit SHALL handle the maximum pressure transducer differential input voltage range of 0 mV to +105 mV for the circuits allocated to the pressure transducers used for  control.

 

 

The pressure transducer circuit will handle the maximum pressure transducer differential input voltage range of 0 mV to +133 mV for the circuit allocated to the pressure transducer that reports accumulator pressure, if used.

The pressure transducer circuit will handle the maximum pressure transducer differential input voltage range of 0 mV to +133 mV for the circuit allocated to the pressure transducer that reports supply pressure.

Pressure Transducer Circuit Timing/Tolerance Requirements

 

The pressure transducer circuit SHALL have an accuracy of ±0.3 mV or better between the pressure transducer differential analog input to digital data output.

 

The pressure transducer circuit SHALL resolve the pressure to 0.1 mV increments as digital data output.

Who are "they"? Maybe you should ask them. We can only guess.

Maybe they did a calibration curve for the exact sensor in their possession to correct for nonideality and thus improve precision. I would guess that every sensor is slightly different.

 

What does this have to do with timing (your subject!)

 

Are you sure you posted in the right place. I don't understand what a pressure transducer and voltage levels have to do with counter/timer at all? You can probably ask a moderator to move this to a better place, once you decide where that is. Maybe here?
