Our team's development pc recently had a hardware failure resulting in the re-installation of the OS and NI Labview; all files were lost. A working program had been deployed to the cRIO prior this, to where it will load every time the cRIO is powered on. Is it possible to retrieve the coding, or do we have to start over on developing the program?

Sorry to say no.
The only thing you could retrieve would be compiled "machine" code and not a LabVIEW VI.

Omar is correct, all that is on the CompactRIO controller is a built real-time executable program (a .rtexe file). If all files were lost from your development computer, there's no way to recover them from the CompactRIO system. Sorry to bear bad news.
