I created new gvi files but cannot run them in the editor by themselves. the run button is grayed out (not broken). nothing happens when I click the run button.
G Web Development Software is targeted for developing VIs/Applications to be run in a browser. The gvi's have a WPF panel which cannot be displayed in a browser and hence they cannot be run as top-level VIs in GWeb. As a consequence the run button is grayed out for a gvi. gvis in GWeb are meant to be used as SubVIs when you want to make use of features such as typedefs which aren't yet supported in a gviweb.
