I purchased a NI PCI5102 Digitizer card on and am currently trying to install it on a windows XP computer.
The Measurement and Automation explorer detects the device and it shows up under "traditional NI-DAQ (Legacy) Devices as the NI 5102, but it is unable to detect the serial number or run any test panels. I checked the card in another computer but it works fine. I have upgraded the Measurement and Automation Explorer on this machine with no luck, what should I try next?

What version of NI-Scope are you using? (MAX >> Software Tab >> NI-Scope) The newest version of NI-Scope is 3.3.2. I would recommend repairing your current driver or downloading and installing the newest version. The NI-5102 should be present under Traditional NI-DAQ and you should be able to detect the serial number and use test panels. The fact that you are unable to do these functions, it seems that the driver is corrupted.

When you try to run the test panel do you get any error codes in the "Last Error" indicator or does the test panel not open at all?

It sounds like your board is not even passing self test which is just a very basic check to make sure the driver can read and write to the board. The fact that windows is recognizing the board and that the board works fine in another computer definitely makes this sound like a driver problem. I hate to make you do this again but I think we should take one more crack at reinstalling some drivers. This time lets uninstall things first the make sure you get a clean install. Go to the control panel and choose "Add or Remove Programs", then find "National Instruments Software" in the list and click "Change/Remove".
Select the following software items from the list that pops up and click the remove button:
"NI-DAQmx", "Traditional NI-DAQ (Legacy)", "NI-VISA" and "NI-SCOPE"
Once the uninstall is complete restart then reinstall NI_SCOPE 3.4, this should automatically reinstall the DAQ and VISA software for you.
Let me know how this works out, if this does not fix the problem then there may be some sort of problem in communication between your PC and the 5102 and we will need to get more specific information about the computer you ae using to debug it further.

I unsintalled ALL NI software (CVI/Labview/RT/MAX and everthing else) restarted the computer and of course windows could not find the driver. I reinstalled SCOPE 3.4 which reinstalled MAX, VISA, etc.
The problem still exsists. The computer is an HP/Compaq DX2200. The only PCI cards are the PCI5102 and an ethernet cards. I have already removed the ethernet card and swapped PCI slots.
