Yes, there are two threads with the same title, but one is about not being able to talk to a DAQ the other about not being able to talk to a camera.
On this instance I open NI Max and see that warning message on the screen that shows System Settings/System Resources.
My question is what is "this device" in this case? Why doesn't MAX tell me the device? Or is the device the "system"?

Hi instrumento,
It's most likely referring to the HP Z220 CMT Workstation since that's the system page you're currently on. Are you having any other issues with the system that this may be related to?

Make that the page that NI MAX opens into, by its own volution.

None. This happens in several of our systems. For some reason NI MAX seems to have trouble reading a bunch of system parameters on startup. Most of the time it succeeds if I click on Refresh.
The question is, why is MAX even getting (wasting time getting) those parameters to begin with? And then obviously failing.
Doesn't seem to be the sort of information I want when running NI MAX.

From my experience, it appears as if NI-MAX is performing a GPIB Flush which will reset some pieces of equipment prior to going out and Scanning for Instruments. That is the reason that a timeout occurs for the first instrument. It will show the data because the queried response is sitting in the instrument queue and will create a Data Ready to the controller after it returns from reset.

That maybe the case, but then it showed the timeout message on the "Computer Settings" page, which then is not the "device" for which the timeout has occurred.
In either case it seems just like a harmless but annoying bug.
NI Max used to start rather quickly, these days it takes an eternity.
