The hyper terminal is not working when i inquired about *IDN? command and other SCPI commands. So, there is issue with the cable then.

The cable would be the next thing to look at.  I would also get my oscilloscope out and make sure the signals are going where the are supposed to.  It could as easily be your port or the instrument.
