[Bug] Actor Framework Static Methods Context Menu does not allow message scripting

A simple test after creating an actor shows that the actor framework context menu does not appear when selecting methods. It only appears when selecting the actor class itself. This is annoying and not consistent with previous versions. You wouldn't always want to script messages for the entire class, you should be able to select the method and script the message.

I'm happy to report that I can't reproduce this issue with the release version of LabVIEW 2021.
