is / are there any alternative(s) to installing labview interface for arduino without jki vi package manager?

LIFA is deprecated and no longer supported. It has been replaced by LINX.
It is always preferred to install toolkits using VIPM. Is there some reason that you can't use VIPM?
It is possibe to access the VI's of a toolkit (in a *.vip file) without installing it but it may cause dependency changes and/or failures. You may also have to mass compile the VI's to bring them up to your version of LabVIEW (this isn't technically required but if you don't you'll have to save every toolkit VI the first time that you use it).
To access the VI's directly, download the *.vip file and change its extension to .zip and extract the zip file.
