How can I generate EV3 module like Dexter

I searched for a whole evening and did not find a detailed tutorial for creating a module file for EV3 similar to the module offered at https://github.com/DexterInd/EV3_Dexter_Industries_Sensors

I installed the LabVIEW Module for LEGO® MINDSTORMS and LabVIEW 2016 (32bit) and still can not create an ev3p or vix file.

In the link, he user opens LEGO MINDSTORMS, clicks the "+" button, and saves in on the computer. They are using a MAC OS, but the steps should be very similar.
