I was looking forward to upgrading to LabVIEW 2019, now that SP1 has come out. (I skipped 2018 because of all of the installation woes reported here) So disappointed that they changed the minimum Windows 10 version from 1809 (for 2019) to 1903 (for 2019 SP1). Anyone have a clue what that's all about?

That's interesting. And bad for me because I'm at 1809. It may be 6 months or even a year before our company moves us to 1903, or they might skip it and take us to 1909 or what ever is the latest version.

My company is always way behind on Windows OS updates.
We were still using Windows XP for several years after Windows 7 was released
Windows 8.1 was out before we even started moving to Windows 7.

Did you actually try to upgrade and got an error because of that?

Interesting. I also have 1809 installed, but 2019SP1 seems to working just fine for me so far. But I haven't done anything fancy since I updated on Monday.

I too am interested if there are any actual installation problems. 1803 is end of service for Home, Pro, and Pro for Workstations as of November 12 so my suspicion is that the officially listed supported OS is trying to keep up with what Microsoft is going to support.

I did not try to upgrade, but if something goes wrong, what is my recourse? It would be simple enough for NI to say I don't meet minimum requirements, so they can't help me. And if NIPM is still in such a state where installing on top of other versions is still an issue, it can be a real problem for me.
