What happens when you choose a different folder?

I think this folder (or "My Documents" in Win7 and newer) is unique to each profile, so if you have a hardcoded path somewhere going to some else's folder and you're not an admin, you'll get that error.

Edit: So I think you are being redirected from "Documents and Settings" to "My Documents" correctly, but you do not have permission to it because it's "not yours".
