Umm missed the obvious. LabVIEW 2017.  I have a licence to the Professional Development System.  Downloaded all the software I install.  NI Updater Service is at 16.0.0.33 which is what you get when you downlload the latest called (16.0.1), and it tells me I am up to date. (I did download and install the latest for good measure in case 16.0.1 was actually newer than 6.0.0.33 but it is the same, just referenced differently.)

 

Confident I randomly tried the product view thing in the early days of trying to fix this but I will revisit in the coming days.

This seems to be sorted.  Generating manual activation codes based on my Ethernet adaptor worked although we needed separate codes generated for each NI component (i.e. the  LabVIEW PDS code activated LabVIEW but not the application builder - we needed to generate a separate code for that.)
