An unexpected error occurred while building the Volume License Installer

I am building a Volume License Installer for NI Developer Suite 2016 DS1.  I have successfully created the main suite and the Device drivers installer from the DVDs.

However, when I try to create the Xilinx tools from the separate DVD issued with the Developer Suite set I get the error "An unexpected error occurred while building the Volume License Installer".

There is no other information.

Does anyone know what this 'unexpected error' is and how to get around it.

Have just worked it out.  The DVD contains 2 sets of tools; 14.7 & 2014.4.  You have to drill down and do each one separately, you can't just select the top level folder of the DVD like you do with all the other disks in the package.  Would be helpful if the error message ws a bit more explicit.
