With the advent of LabVIEW 2013, my applications have a blank bar across the screen, above the menu bar, when they are executed. I have not found a way to get rid of this bar.

Post a screenshot of this so we can see what it looks like.
What version of Windows are you using?
Could it be a problem with the video drivers?

Attached is a screen shot showing the blank white bar across the top of the application. If I minimize the application and restore, the bar comjes back as black instead of white.
I am using Windows 7 on my laptop. The target systems are WindowsXP SP3.
LabVIEW 2013 shows this problem. Not happening in LabVIEW 2012 SP1.
Happens in Development environment and in the built EXE.

What happens if you get rid of the Windows Aero theme?

A. I don't know how to get rid of the Aero (and don't want to on my laptop)
B. This shows on the built EXE in winXP without Aero.

I changed to the Windows 7 Basic theme and get the same bar.
I changed to the Windows Classic theme and get blank bars on the right side and bottom, but not on top.
The bar on top is like the LabVIEW toolbar has been removed but left the blank space.
The rights side and bottom bars in Classic are like the vertical and horizontal scrollbars have been removed leaving blank spaces.

I would check the setting that talks about the level of hardware acceleration used by your video card.

This is still an issue.
I have attached a sample vi.
If you place a decoration like a raised panel and right click the vi icon and size the vi window to the same size as the raised panel, then you can see this problem when you run the vi. There are blank bars where the tool bar, vertical scroll bar and horizontal scroll bar used to be.
