I'm trying to read an Excel file but I keep getting error -2147221164 trying to read an Excel file and I'm thinking it's because of Excel Starter. Is this the case?

Which says Excel isn't installed but, what I believe the problem is that Excel Starter (and word for that matter) doesn't have the ActiveX component. This is what is used behind the scenes to talk to Excel, and without it you will get several errors.
EDIT: I can't seem to find where it says ActiveX isn't included but I remember reading it somewhere. Here is the wiki page on it.

Instead of ActiveX Automation you might want to try ADO

Yes, it was the "no ActiveX" thing. CSV time here!
