Is there an accepted method to make contact with a User??
Such as a method where,
I send a user my email address and a brief explanation,
then the user could contact me, if interested.

You can do it here itself. No problem. Just post your mail id and explain your problem. Some people will surely help you to get rid of your problem either through mail or through this forum.
Don't hesitate to ask anything here.

My intent is to contact a 'specific' user who is using a 'screen name' ...
I want to honor the privacy this provides,
but this person's Quality and History, etc.
and similarities with me,
I'd like to make direct contact.
I realize this is not the primary intent of this forum,
and was wondering if 'there is a way to do that'
without breaking down the other person's privacy.

It would be an nightmare attempting to keep up with private requests that serve only the one recipient. When I get e-mail along this line I ask that they post the Q to the public forums so we can all learn from the exchange.
BUT...
If you are trying to help the person you are attempting to contact (either with info of $$$) then you could TRY the following.
Use the post option to notify the site manager explain what you are trying to do and give them your contact info. Laura MAY decide to be helpful (she is not obligated in any way to do that ) and pass your contact info to the person you choose to contact. That person than MAY choose to respond or not.
