Actually this is because when Excel in installed it "associates" CSV files with Excel so Windows puts an Excel type icon in the files in Explorer.
On a computer without Excel installed CSV files are associated with Notepad as they are just text files and have the Notepad icon in Explorer.
Possibly CSV files are not associated with any program by default. We work with them all the time so it's hard to say, it's possible the computers without Excel have had CSV files set to open with Notepad manually.
