Can't test, but let's start with the obvious:
Is the file there?
I checked your program and I don't know for sure where the error is caused. Assuming it is caused in the load_templates_subVI, you should definitely check the paths you're building there and make sure they exist. Additionally, you mentioned myRIO, yet the project is built around "MyComputer", so I don't really know what you're running on when you hit run; for me, it's my PC.
