There are several ways to do this, but I don't think it will do what you want. You can right click the image and say Fit to Pane which will then resize the control to take the whole window. However this only resizes the control not the image. For that you'll likely need a property node with the Zoom Factor set.

If you do want an other window you can make it a subVI showing the image so no other controls are seen.
