I had this same issue running LabVIEW 2017 32-bit, Windows 10 64-bit, and Office 32-bit.
My solution was to clean install the AccessDatabaseEngine.exe for 32-bit.
Seems to run perfect now.

I'm running LabVIEW 2018 (32-bit), Win 10 (64bit), and Office 2016 (32-bit).
The things that solved it for me was installing Access Database 2013 Runtime engine (I repeat 2013).
