A picture control would probably work better. (See my very old example here)

 

 

An intensity graph is more for gridded data. Of course you combine the two and use the "plot images" property to draw picture elements on top of an intensity graph.

Thank you so the only way is drawing a picture? there is no ways of doing it directly in intansity graph?

An intensity graph is basically a picture where each pixels is colored according to the values in a 2D array. Arrows are 2D objects, so of course you could start with a 2D array and add values to several adjacent elements so it forms a picture of an arrow. This won't be any easier. An example on how to draw lines using an intensity graph can be found here.

 

Also, as I already said, you can draw on top of intensity graphs using "plot images". Here is an example, but there are many more.

 

There is also the "feather plot", but each arrow color needs to be a separate plot.

 

There is also the "3D quiver graph", that could maybe be utilized in a plane, but the arrows are only one color. Probably too limiting.

 

I think the picture control is simplest here.
