I believe he's asking if LabVIEW is included with the purchase of an NI DAQ (NI 6001 was mentioned when asked what datalogger).

The answer is NO, you need to purchase LabVIEW separately.  If you step through the on-line purchase at some point there's a software section and LabVIEW is listed for purchase at an additional cost.

You can get a NI myDAQ with LabVIEW and Multisim 30-day Evaluation Software from Digilent , but you will still have to purchase LabVIEW. At least you get 30 days to determine if it is going to work for you. Also if this is a home or student project LabVIEW home edition is only $50 ,and student pricing is simmarly low.

SignalExpress has not been touched in many years.  What should be included now is DAQExpress.  It is a very slimmed down version of LabVIEW NXG, specifically for USB DAQ devices.
