LabVIEW 8.5 Application Builder doesn't run

Hello,

I have LabVIEW 8.5 Professional installed and properly licensed on my computer, but the Application builder is greyed out in the drop down menu.

NI License manager says it is activated and happy.

Any ideas how I can make it show up and run?  I am working on a legacy program and need to stick to 8.5 if at all possible.
