License questions are usually best directed to NI instead of the forum since there may be specifics you are unaware of, but the answer is "probably not".
If you kept up a SSP on the license it might have more recent versions available, but at the start of 2022 NI switched to a subscription plan instead of a perpetual license in any case, so unless you're paying for it now you almost certainly don't have 2023 licensing.
