NO, this is an ARM processor. (Well, it is possible that plain LabVIEW 32bit can run, but see my message below.)

Do you know what's the difference between Microsoft® SQ1™ vs Quad-core 10th Gen Intel® Core™ i7-1065G7 Processor? Thanks

Well, they are completely different processor architectures. Look up RISC vs CISC, for example.

Quote from here:

"At this time, Surface Pro X will not install 64-bit applications that have not been ported to ARM64, some games and CAD software, and some third-party drivers or anti-virus software"

Windows for ARM can run x86 application in emulation mode, but it is unlikely that LabVIEW 32bit will run well (or at all!) this way and as soon as you add drivers (for e.g. measurement hardware) chances are even slimmer.. Maybe somebody from NI can chime in.
