If you are transmitting simple on/off pulses, an RF switch might be used to switch the carrier on or off. Mini Circuits, for example, has RF switches with logic level control. Any pulse output from a DAQ card could be used to set pulse width and interval. Most function generators have a burst mode function which would also work if you have one with enough bandwidth.
If your radar pulse has internal modulation, this approach would probably not work.
