You still haven't shown your entire system wiring.

Fact is this is not a LabVIEW issue.  

You have a problem with your test setup and it is impossible to troubleshoot or even guess without a proper schematic diagram.

Find someone locally with an electrical engineering background that can help you troubleshoot your test setup "on site".

Thank you for your support. This is the entire setup it is just repeated for the other panels and the panels are connected as per the other two diagrams. I will post the solution when I find it.
