I think it is actually expected behaviour. In older LabVIEW versions this option was always grayed out unless the string control was resized to be higher than about 2 lines of text. Made sense to me as the scrollbar wouldn't have any meaningful scroll area anyhow that way, because of the arrow buttons on the top and lower end. Same about vertical scrollbars which would otherwise cover the entire string area.

The information that the scrollbar can be activated through the properties menu while it was grayed out in the right-click menu saved my day today! 6 years later...
