Did you try entering "Keysight Agilent DAQ970 Driver" into Google?  It showed me several sites (from Keysight) that purport to have drivers for download.  Have you tried any of them?  Did any of them work?

I downloaded the driver and placed it in the folder for inst drivers but I'm asking about the issue for the LabVIEW as it's a very good tool to find drivers directly for LabVIEW

I'm not sure I understand what you are saying.  NI makes testing hardware that works with their LABView programming language.  Many other companies (competitors) make their own hardware, and make drivers that know about their hardware "internals" and are able to connect with the LabVIEW API -- it is up to them to provide LabVIEW drivers for their own proprietary products.
