NI OPC server blocks LabVIEW instalation

We are trying to install LabVIEW 2024. Half way through the install  it reports an error:

 

An error occurred while installing a package: ni-opc-support (24.1.0.49350-0+f198)

Additional error information:
An error occurred while installing the MSI at 'opcsupp\opcsupp.msi'. Error 1321. The Installer has insufficient privileges to modify this file: C:\Program Files (x86)\National Instruments\Shared\Tagger\ni_tagger_plugin_OPCServer.dll.

 

Stopping OPC server in the system tray does not help.

Try to kill tagsrv.exe manually from Task Manager before installation.

There isn't a tagsrv.exe running in the memory. I tried stopping all the NI services  and closing tagger and opc related processes, but that did not help.

 

I tried changing permissions and ownership for the file and the folder, but I noticed that LabVIEW installer reverts the folder permissions to read-only and then reports folder write access error.

 

Was 2024 installer actually tested in house?

I uninstalled all the NI software and tried installing LabVIEW 2023 Q1. I get OPC folder access error again:

 

An error occurred while installing a package: ni-opc-support (23.1.0.49273-0+f121)

Additional error information:
An error occurred while installing the MSI at 'opcsupp\opcsupp.msi'. Error 1310. Error writing to file: C:\Program Files (x86)\National Instruments\Shared\Tagger\ni_tagger_plugin_OPCServer.dll. Verify that you have access to that directory.

This happened to me. I ended up deleting the Tagger folder and this seemed to work for me. The folder was recreated during the install.
