Like Andre I had trouble with upgrading the NI Package Manager. However, after some digging around I found out that I had two entries on my Windows 10 professional 64 bit system in Control Panel > Programs and Features, one the traditional "National Instruments Software" and the other "NI Package Manager 17.0". Neither would let me update and neither would let me delete the duplicate stand-alone NI Package Manager 17.0. So I ended up deleting the NI Package Manager 17.0 following the instructions in message 3 of the discussion at https://forums.ni.com/t5/LabVIEW/How-to-do-a-Repair-Install-with-NI-Package-Manager/td-p/3643746 , except I removed the application instead of repairing it. I then downloaded the NI Package Manager 17.5 using the link here http://www.ni.com/download/package-manager-17.5/7152/en/ and installed it. After the install the duplicate entry was gone in the Programs and Features section of Control Panel, and everything just works.
Just posting this for those of you that might be pulling your hair and stuck in a loop!
