No error with VISA CONFIG SER. PORT when no cable connected

Thanks for all the feedback. Obviously what I need to do is do a fake READ operation at the beginning in order to generate an error if nothing's connected. I think we've beat this discussion enough. Thanks again.

That may not work for your either. If there is nothing to read you will get a timeout error even if the cable is connected. I would look at Raven's suggestion as a possible solution.

You can do a read and write, ask for something like serial number, manufactuerer, software version.  Make sure it is the right format or length.  Then you know the cable is connected, the unit is on and it is porbably the device you want to talk to.
