When downloading any version of LabVIEW 2020 and selecting LabVIEW and drivers by default, when the installation reaches LabVIEW database connection toolkit, the installation progress bar stops and remains there. I even formatted the computer to start the LabVIEW 2020 download with a clean computer, and the same thing happened. I tried downloading only the LabVIEW database connection toolkit driver, and the same thing happened. What could be happening?

Could this also be a question of 32-bit or 64-bit LabVIEW (see your VeriStand question)?

Getting old versions of software usually only works with a currently active subscription... do you have one?
Instead of installing it at the same time as LabVIEW, can you install it later?
You can get an offline installer by going here:
https://www.ni.com/en/support/downloads/software-products/download.labview-database-connectivity-too...
And selecting the "Install offline" button.
