I split the thread you originally posted to.

 

What is your urgent requirement? I would be really disappointed if a nuclear disaster happened because you could not troubleshoot 25year old software. 

 

You may have better options than simply attempting to install obsolete software on a OS that may not be able to run it.   LabVIEW versions prior to 6.i are not expected to run on windows versions that post date the release (although they might do so to some extent with many unexpected crashes.) 

 

Version 6.i theoretically could open a source vi saved in 5.1.

 

The Version Conversion Board could help you get your source VIs saved into a modern version of LabVIEW that you can then work with.

LabVIEW 5.1 is commercial software, not "shareware". If you have a current active LabVIEW license, it is valid for older versions too, so contact NI.

 

Assuming you still have hardware/OS capable of running LabVIEW 5.1. Things get more complicated if you also need drivers and such. Can you explain why you need this? Just to modify some old legacy software running on a dusty computer?
