Hello,
Can you buy one copy of LabVIEW Basic and install on 2 PCs, The first PC would develope code for the second PC , that would be its only purpose. The second PC would act as a data gathering PC in a test setup. If this is not possible I would need to take the data gathering PC down to make any changes.

According to the software license agreement, you can install the software on up to three computers. For details and restrictions, see section 2A of the linked document.

I'm not going to speak for NI so you should read the NI License Agreement
NATIONAL INSTRUMENTS SOFTWARE LICENSE AGREEMENT
Come to your own conclusion.
Mainly sections
A. Named User/Computer Based License.
7. Home Usage Exception.
Plus I do not know which license you are buying
But a quick answer is
If you have acquired a named user license, you must designate in writing (through the NI registration process) one (1) of your employees to serve as the named user for the license (the "Named User"). The SOFTWARE may be installed on up to three computers in a single workplace of the designated Named User.

Another problem with this is the fact that the development computer should have the same DAQ capabilities as the deployed computer, else it will be difficult to troubleshoot. What is involved in "data gathering"? Can you describe your hardware setup?

The set up right now is super simple, 6008 DAQ monitoring 24 digital lines. For ONs and OFFs of course!

OK, you should be able to use simulated devices on the development PC in order to do test runs.
