By the way, more background of my setup. i am directly connecting rear panel LAN port of Scope to PC LAN port by LAN cable.

That just means that Windows can't get a name out of a router to state what network it is on. In this case, nothing to worry about.
If I am remembering the scope correctly, I think you also need to state who the host is in the settings. Make sure that matches the IP address you set for the computer.

Thanks for the help. I managed to connect it. it is due to LAN port faulty on the instrument. i changed the instrument and everything solved.
