USB-6008 Analog inputs outputting voltage

I'm trying to use a USB 6008 to run some lab automation using labview, but we keep on encountering problems, and I think some of them stem from the daq.  For instance, the analog input ports all output a voltage of +1.38V, and a digital port we've designated as an input continues to output +4V.

Both of those are normal for the USB-6008.  Look at the User Guide.

The analog inputs are terminated through a resistor network connectd to +2.5 V and G ground. Figure 7, page 16.

The digital I/O lines are pulled up to +5 V through 4700 ohm resistors. Figure 15, page 22.
