Unable to send help requests or get help from NI

I apologize in advance but I cannot find anyone to help me with this issue at NI. I have a developer's license and am a small business.  I use LabVIEW frequently but have been an on-site contractor (at a couple of major Seattle high-tech companies) for the last year and have been able to use their licenses. I am now doing some jobs for local clients and need to be able to use my license. I get zero response and/or help from NI.  If anyone could send this request to someone that can (will) help me I would really appreciate it. One problem is I need to be able to use the cloud compile server. My account is blocked?  I cannot reset or get any help with it.  I also need to be able to download the (deprecated) Internet Toolkit in order to support an existing code base. BTW I have been trying to get this resolved for years with no luck.
