What else do you expect? The README_File_Paths.txt is a file that is part of that folder.
The array "file list" should contain your picture if it is part of that folder.
On a side node: you are using "Get File", suggesting you want to transfer a file from the cRIO to Windows, but your subject title suggest that you want to transfer a file from Windows to your RT-target..
