VIPM not allowing me to install add-ons

I need to install lvhdf5 addon using VIPM, have tried manually but still getting error as seen in the image. I have verified port numbers, connection to VI server etc. 

 

Also on startup of VIPM, getting a message "Unable to access repositories: Labview Tool Network, VI Package Network".

As far as I understand these are enabled on default. Unable to access any add-ons, but more urgently need to get lvhdf5 installed. I am running LabView 2015.

Assuming that you can simply open a web browser and go to various websites on that computer, check your Windows Firewall settings.

 

Most likely you clicked away the Windows Firewall dialog asking for permissions for VIPM to access the network, the first time you started it. That disables network access by default. And then Windows silently fails any network access by that application. There is no way for an application to detect this, it simply can't access the network as if there was no network. The Firewall is not supposed to give a malicious application any hints that it is actively blocked.

I have disabled windows firewall settings as well as added VIPM Helper as exception to Symantec Endpoint protection.

 

Getting error as seen in attached image here. 

Have also tried reinstalling VIPM.

After downloading the .vip from UPVI LLC I was able to install the add-on (PC was rebooted after adding exclusion to Symantec Endpoint Protection).

 

I believe it was Symantec hindering network connection.
