This issue is pretty bizarre. I have not seen anything like this!!
Does the front panel and block diagram switch when you're not clicking or interacting with any controls or indicators?
Does this happen when you try different input hardware, such as the track pad instead of the external mouse?
How many computers have seen this behavior on and how different is the hardware?
Do you have other programs that require a double click to make a drastic enough change to notice?
It might be interesting to mess around with the double click speed, or just switch it of for testing purposes!
Do you have any programs that relate to switching windows (or editing monitor properties), such as multimon or Vista switcher?
What OS are you using?

Were there any differences using the track pad?
Have you entirely changed the hardware from the older computer set up to the new one? Were there any constants, such as a mouse or keyboard?
How many different keyboard or mouse combinations have you tried?
By any chance, do you have a video that displays this behavior?
I believe the best way for me to get a full picture of what is happening, is to see a video of the actions that you have been performing.

Ok, so it might sound like I am blaming your hardware here, but I am just really trying to narrow down the issue as much as possible. I think it would be a good idea for you to provide me with specific instructions to reproduce the issues you are getting.
The first thing I would like to eliminate is the hardware changes and pretty mush any possible descrepencies here.
1. Can you please remove any user input based devices on your laptop?
2. Could you check through all the programs that are running in you computer and make sure there's nothing that react to user based inputs?
The second step would be to analyze and isolate the software issues.
1. Please provide the main actions that reproducible on every attempt that causes the issues you are facing.
2. Check if VI Server is active. If it is active, please disable it. I don't know your fellow employees, but there could be someone playing tricks on you (unlikely the cause)
Let me know if we get anywhere with these attempts to narrow the issue down.

Ok, I'll see if I can answer your questions. First, what do you mean by "user input based devices"? Therefore I don't understand your second question about programs responding to "user based inputs".
As I described before, when the event occurs, the mouse click that caused it will not cause it repeatedly after that. It's totally unpredictable when it happens and what causes it. The only exception is the past few days there has been some consistency. On June 2 I clicked Edit>Undo Move and it caused the change to front panel. On June 3 that same sequence caused it 2 times, but not in succession. I cannot do Edit>Undo Move and make it happen. Normally the transition occurs on almost any mouse click such as selecting an object.
I don't have a "vi server". All my vis are on my hard drive.

Here are some more events that trigger the switch to front panel and when they occurred:
6/2/10
Click Edit>undo move
6/3/10
Click Edit>undo move
Click Edit>undo move
6/4/10
Click to terminate new wire
Click to terminate new wire
6/7/10
Ctl-b to remove broken wires
The last one is not consistent with my statement that it always occurs with a mouse click. Anybody have any clues why this is happening?

A mouse and keyboard are examples of user input devices. I just wanted to eliminate these initially. Have you managed to work with your laptop without the external mouse and keyboard? Did it make a difference?
I will try out the mouse events to see if I can reproduce this.
