Week number

Thank everyone's help to clear things up, it's still a confusing concept. If we say first week of year 2012 is week one, it sounds okay but it hides the fact that week one is actually the second week, week zero is the first week, but it doesn't exist for this year.

Week one is the first full week.  (Make it easy)
