Where can I download Configuration Tool subpallette tools

There is an article in the developer zone about managing INI files and it shows some tools that say can be downloaded. There is no link available though to download them. Anyway know where to find these?

Thanks Day, it appears that I've been burned by my browser cache. When this article was up a couple of weeks ago, there were no links. Refreshed it and they are now showing. Thanks...
