Which package/suite/license includes OPC Server?

Hello,

we have a professional development system license here and I am asking myself if the OPC-Server is included there. As it has its own license, is it possible to extract the license for the OPC-Server from the "big" license of the Professional Development System? With extract, I mean that we can activate the server on an other PC separately without activating the whole System license?
