Is there a way to force the users of your LabVIEW built executable pay for each computer they install it on?

No, not built into the LabVIEW IDE.

Is there a way for users to use your LabVIEW built executable which utilizes toolkits (like vision acquisition software)?

Yes, any toolkits that require a runtime license would have to be purchased and registered on the user's computer. They could do this themselves or you could do it for them and include the price in the price of your software.
