cRIO-9054 connecting to LabVIEW, Works in IDE, not with RTExe

Alright,

The last time I di heavy RT work was in 2007-2008, I have not had opportunities until recently to work with them again. Anyway here si my setup:

cRIO-9054 running an RT application using a Custom FPGA image controlling 3 cards. I am using DQMH Architecture for the system and the RT stand alone seem to run fine. I have a touch screen connected to a 9401 card that is setup for Serial communication. the FPGA handles the RX/TX to the screen and the RT does some of the processing of the touch responses from the FPGA ( this is how confirmed the code is working)

I have added the HSE GenNet networking Module. Starting simple using their plain String example. I have it on the RT and a Windows client. When I run it in the LabVIEW environment where I see the RT code displayed on my PC I can confirm everything is working and I can connect VI ethernet to the device and all is good. When I build an application that is where it quits working. The application runs, I am able to use the touch screen to confirm code is running but I am hitting a wall with the ethernet connection. most times it is Error 63 connection failed.

Now, I am thinking it is a network/port problem, but does the code run differently for the network with in LabVIEW IDE vs Executable. Has anyone experienced a network connection working LabVIEW, but not with the RTEXE? if so, what were so fixes?
