The Development license is needed if you develop your program. The Debug/Deploy license is available if you need an installation of the LabVIEW software on a system to execute (and debug) the software, without doing any (substantial) development work. Technically it is the same installation, legally it is a world of a difference.
Nobody but your good conscience is preventing you from doing all your development with the debug license (and quite likely your company policy if they care more about staying legal rather than pinching pennies). If NI, or more likely the Software Alliance or whoever is ever going to do an audit on your systems you could be in deep trouble if you have done that. They don't really defend the interests of small players like NI, but such an indication would be a very welcome invitation to turn every single system that you ever have touched completely inside out.

To be honest, that has been drastically reduced during the last year. From a small customer viewpoint NI is not the same as 2 or 3 years ago. IMHO a big strength of NI over more than 40 years has always been the excellent consulting and sales support for everyone - from one-time customers over smaller NI alliance partners up to the really big partners. But nowadays: only the multi-million dollar players seem to be import for NI - the rest has been handed over the third-party resellers. ☹️
